You need to be on a desktop computer or, if you are on a smart device, be in Desktop mode. There is a link on the very bottom right of the page for Desktop mode.
The when you reply to a post (not quick reply) or create a post you will see an “Add Attachment” link at the top. Use that to add a photo.
